WHAT IT DOES

USTCheck records the 40 CFR 280.36 walkthrough inspection at an underground
storage tank site. It is a record of what the walker observed. It never states
that a site is compliant, that a tank is sound, or that a release has or has not
occurred.

Two duties, kept apart
- The 30 day walk covers spill prevention equipment and release detection
equipment, 280.36(a)(1)(i)
- The annual walk covers containment sumps and hand held release detection
equipment, 280.36(a)(1)(ii)
- Every check on screen carries the clause it comes from, in the clause's own
words rather than a paraphrase

The clock, counted in days
- 30 days from the last walk, not a month. Twelve monthly walks leave eleven
days a year uncovered
- The section grants no tolerance, so a walk on day 31 is late and the app says
late
- A site taking deliveries at longer intervals may check spill prevention
equipment before each delivery. That exception reaches the spill buckets only,
so release detection stays on the 30 day clock and the app keeps it there

The walk itself
- Asset by asset, in the order you walk the forecourt
- Three answers on every item: checked, something to report, or could not check.
Could not check is a real answer and is recorded as one
- A note and a photo on any item
- An open problem from a previous walk is put back in front of the walker at the
same asset, so nothing is quietly dropped between walks

The record
- Names who walked it and, separately, who is responsible. The section places
the duty on owners and operators and never says who does the walking
- Shows what is kept until when. 280.36(b) keeps walkthrough records for one
year, and nothing is deleted when the year runs out
- Produces a packet you can hand over or keep at the site, which is what
280.34(c) asks for
- Backup and restore in one file holding every site, walk, problem and photo. It
restores on any device and it is not behind the paywall

WHO IT IS FOR
- Owners and operators of a fuel station, a fleet yard or any site with
underground storage tanks
- The clerk or yard hand who actually walks the site
- Anyone who has to produce the walkthrough record when an inspector asks

WHAT IT DOES NOT DO

It carries no state or tribal forms and names no state interval. A state
programme may require more than the federal rule, and this app does not read
those. It also does not hold the records covered by 280.35(c)(1), which are kept
for three years under a different section.

YOUR RECORDS STAY ON YOUR DEVICE

Sites, walks, problems and photos are stored on the phone. There is no account
and no sign in. The app does send crash reports and anonymous usage statistics,
and the standard tier shows ads.

USTCheck is a record keeping tool. It is not an inspection service, a
certification, or legal or compliance advice, and it does not guarantee that any
site or record meets 40 CFR Part 280 or any state programme. Confirm the current
