Updated location permission handling for Google Play compliance.

CrewClock no longer requests Android background location permission. Location tracking is only used while an employee is clocked in, with a visible foreground tracking notification, and stops when the employee clocks out. The app also shows an in-app location disclosure before requesting location permission.
