Dien Bien Phu Victory Museum operates with the functions of researching, collecting, inventorying, preserving, displaying, exhibiting, educating, organizing service activities consistent with the functions of the Museum and promoting the value of documents and artifacts related to the Dien Bien Phu Campaign to serve the needs of research, education, cultural enjoyment, improve the spiritual life of the people, and contribute to economic and social development in Dien Bien province.
