The public's need for information gave birth to Law Number 14 of 2008 concerning Public Information Openness (KIP). The right to obtain information is a human right, and openness of public information is an important indicator of a democratic state that upholds people's sovereignty. Apart from that, public information disclosure is a means of optimizing public supervision of state administration.

The KIP Law has a role in regulating the rights and obligations of Public Bodies as information authorities and policy makers in state administration as well as the rights and obligations of the community, both individuals and groups, as users of information in national and state life. Likewise, there is hope for increased public participation in the development process.

Every Public Agency has an obligation to provide and serve requests for public information quickly, timely, economically and in a simple manner through the establishment of an Information and Documentation Management Officer (PPID) in each Public Agency. Openness of Public Information within the Regional Government of West Java Province is carried out based on the Decree of the Governor of West Java Number: 067/KEP.341-DISKOMINFO/2024 concerning Management of Information and Documentation Services.
