ITSS TOR Creator is an on-premises app for employees to manage the entire Terms of Reference (TOR) lifecycle, covering procurement request, document drafting, review, approval, vendor selection, contract/PO preparation, delivery and payment tracking, and project closure or contract renewal.

• Create, review, and approve TOR documents from your mobile device with role-based access control.
• Research average prices from a database of real-world prices and use an AI assistant to draft TORs and warn of potential specification lock-ups.
