Freezes and crashes all the time, never able to actually use it. Every city page has a pop up for this app, yet the app doesn't work, has never worked

Its better to use this on a desk top. A good way to report things in the city that need attention such as traffic lights, graffitti, broken city water sprinklers, items on landscaping blocking sidewalks etc.

Won't work unless it has access to your camera and microphone 24/7.
