1. The combat regulations of fire departments determine the procedure for organizing fire extinguishing and carrying out emergency rescue operations on the territory of the Russian Federation by fire departments, including the procedure for personnel to act when extinguishing fires and conducting emergency control, the basic principles of management and response of fire departments, with the exception of extinguishing forest fires, organizing fire extinguishing and carrying out emergency control measures at hazardous production facilities where mining operations are carried out.
2. The provisions of the Battle Regulations apply to governing bodies, state fire supervision bodies, units, organizations, regardless of their departmental affiliation, organizational and legal forms, the functions of which include the prevention and extinguishing of fires, as well as the conduct of emergency control, united in territorial (local) fire departments -rescue garrisons.
3. Compliance with the requirements of the Combat Regulations is mandatory for all personnel of control bodies and fire departments involved in extinguishing fires and conducting ASR, and forces involved in extinguishing fires and conducting ASR.
4. Fire departments are involved in extinguishing fires and carrying out ASR related to them, as well as for carrying out ASR and other urgent work during the liquidation of accidents, catastrophes and other emergencies <5> in accordance with this Combat Manual, as well as the Procedure for attracting forces and means of fire departments, garrisons for extinguishing fires and conducting emergency control.
5. Fire extinguishing and ASR are carried out in accordance with the provisions of this Field Manual, subject to compliance with labor protection requirements established by the Rules for labor protection in the divisions of the federal fire service of the State Fire Service and other regulatory legal acts in the field of labor protection.
