The app won't even load to my phone. Keeps saying waiting for download. On the playstore app in says installing. Please help!

What particular issue are you experiencing? The April date that you are referring to only applies to when there was a complete app redesign. The Franklin County SO frequently updates different features within the app that do not require a redesign such as Arrests and Beach Information.
