PDCOR Limited, an ISO 9001:2015 certified company, is jointly promoted by the Government of Rajasthan (GoR) and Infrastructure Leasing & Financial Services Limited (IL&FS) to facilitate private sector participation in infrastructure development in Rajasthan. Incorporated in December 1997, the Company commenced operations in May 1998.

PDCOR provides institutional, policy advisory, and project structuring support to the Government, particularly in designing and implementing infrastructure projects under the Public–Private Partnership (PPP) framework. The Company is also well positioned to support institutional reforms and restructuring initiatives.

PDCOR is led by a multidisciplinary management team comprising MBAs, Engineers, Planners, and Chartered Accountants from reputed national and international institutions such as IIMs, MNIT, SPA, CEPT, and ICAI. The core team is further supported by professional expertise from its parent organizations, IL&FS and IIDC Limited, enabling the Company to effectively combine public sector oversight with private sector professionalism.
