PDF Workbench is a complete PDF editor for Android that works entirely on your phone. No account required, zero cloud uploads, and no forced watermarks on your work.
It also does the one thing most PDF apps get wrong: it saves your file exactly where you tell it to, and then shows you the folder.
EDIT THE REAL TEXT
Change the actual words inside a PDF, not a text box floating on top. Fix a typo, update a date, correct a name — the page keeps its fonts and its layout.
FILL AND SIGN
Complete PDF form fields, tick checkboxes, and add your signature by drawing it, typing it or placing one you saved earlier. Flatten the result so it cannot be changed.
MARK UP
Highlight, underline, strike through, draw freehand, add shapes, notes and images.
ORGANISE PAGES
Merge documents, split one into several, extract or delete pages, drag pages into a new order, rotate them, crop margins, add page numbers, or fit two or four pages onto a single sheet.
CONVERT
PDF to Word, Excel, plain text or images. Word, Excel, PowerPoint, text and images to PDF. HEIC photos from an iPhone to JPG or PNG.
SCAN AND RECOGNISE TEXT
Scan paper with the camera and automatic edge detection. Capture both sides of an ID card onto one page, or a book spread split into two. Pull text out of a scan with on-device OCR, or add an invisible text layer so a scan becomes searchable.
PROTECT
Add a password, restrict printing and copying, remove a password you know, strip metadata, stamp a watermark, or redact text so it is genuinely gone rather than covered over.
MAKE IT SMALLER
Compress a document, convert pages to greyscale, or flatten annotations into the page.
SAVE WHERE YOU WANT
Pick any folder on your phone once, and every export goes there. Files land in Downloads by default — never in hidden app storage — so you can find them in Files, attach them to an email, or open them in another app. If the folder is ever moved or removed, the app says so and offers to fix it instead of failing silently. Nothing is ever overwritten by accident.

All document viewing, editing, conversion, and OCR run locally on your device. Your documents, photos, and scanned files are never uploaded to any remote server or cloud storage. Camera, photo, and biometric permissions are requested only when you use the features that need them.
