WCO / PGS Explosive Precursor smartphone application (EP APP) functionalities
WCO in cooperation with an IT supplier developed a smartphone application called “Explosive Precursor Application (EP APP)” to assist Customs frontline officers in detecting and handling of dual use explosive precursors and additional IED components.
It is supposed to be an additional source of information on all WCO monitored chemicals and additional IED components as well as a communication tool in case of any issues when controlling and handling such substances.
The basic functionality of the EP APP is listed below:
Apple and Android compatibility; free download from Applestore, Googlestore.
User-interface in four languages (AR, EN, ES, FR).
Personal account settings including password reset.
Secure log in with username and password.
Offline functionality.
Search function on all PGS monitored chemicals and IED components.
Search results include all information on the respective substances listed in the PGS pocket guide as well as respective Material Safety Data Sheets (MSDS) where applicable.
Comprehensive library with additional information on explosive precursors, additional IED components, national regulations, etc. to be updated by PGS admin.
Report functions to create and submit reports on controlled / seized substances. The EP App generates a report based on a template with drop down menus, attachments and free-text information which can be shared with PGS and experts by the messenger function. Videos, photographs and documents are considered attachments.
Reports can be stored as drafts to be revised and submitted at a later stage.
Expert assistance request functionality to share a (draft) report with an expert to be chosen from a chart of experts listed with name, expertise and experience and ask for help.
Once an expert assistance request has been submitted, respective conversations will be conducted via the chat functionality of the EP APP and the expert is supposed to reply in due time (48 hrs). Same as for the report, documents and photographs can be uploaded to the chat and shared with the expert.
Camera functionality to take and attach photographs to reports or chats.
Geo localization functionality automatically adds current location to all reports. The EP App software includes a tool for the admin to map and display users’ position and/or control/seizure location.
Scanning mode which reads and recognizes HS, CAS and UN codes, e.g. on a package, in documents or on other concealment.
Statistic tool for admin to get information on the use of the app including messages sent/received.
Separate log in credentials for users and experts.
User EP App data are stored on the device. Thus, no server-side logic, cloud storage or computing is needed.
