Every lighthouse must "see" at least one ship.
Rules for Placing Ships:
Ships cannot touch each other, either orthogonally or diagonally.
Ships cannot touch lighthouses, even diagonally.
The number of ships visible to each lighthouse must match the number on the lighthouse.
