It is a live wallpaper, not a plain one. Long press your home screen and select live wallpaper to set it.

What did you do you try and make it your wallpaper? Usually long pressing on your home screen and selecting "live wallpaper" gets you where you need to go.

Eesh, hopefully reduced memory consumption. Added some sanity checks for the size of the images being displayed.
