RECAel: Mobile application in remote livestock advice language designed by the National Network of Chambers of Agriculture (RECA Niger) and the Regional Chambers of Agriculture (CRA) of Niger.
The Chambers of Agriculture of Niger were created by Law 2000-15 of August 21, 2000, supplemented by the implementing decree of May 18, 2001. The RECA will be established in July 2006. The CRAs are “public establishments of a professional nature” and there are 8 of them.
RECAEL is an application in Hausa, Zarma and French intended for breeding advisors and breeders composed of five (5) sections described below:
- Advice section: page of small simple text accompanied by photos and vocals in languages intended for breeding advisors and breeders.
- Questions-Answers section: Questions asked by callers with answers written and translated into voice
- Practical sheets section / practical sheets also published on the RECA website in original format for breeding advisors
- Vocal elements section: radio broadcast (vocals of 6 to 12 minutes), WhatsApp vocals (vocals of 1 to 2 minutes) and short 30-second vocal alerts in language
- Information section / Focused on the prices of wheat bran, cowpea hulls, awareness on the annual vaccination of domestic animals / accompanied by vocals in the language…
In December 2018, RECA held an elective general assembly, the 4th since its creation. It allowed the renewal of the 6 members of the executive office. The 8 CRAs and the RECA total 529 consular members elected by producers or producer organizations. Six (6) of the eight (8) CRA regional chambers have a built or renovated headquarters as well as the RECA whose headquarters was inaugurated in February 2019. The Consular Assembly of the RECA includes 38 members distributed as follows: 8 presidents of CRA, 3 delegates including at least one woman for each of the 8 CRAs and 6 delegates from national umbrella structures of producer organizations.
The executive office of RECA is made up of a president, a vice-president, a treasurer, an assistant treasurer, a secretary and an assistant secretary, i.e. 6 people elected from among the consular members to whom 2 auditors must be added.
The 4th mandate of RECA will continue the activities initiated by the previous team. For this, RECA has just developed its 2019-2022 strategic development plan (PDS), to develop and promote useful services for agricultural professionals.
