(UPDATED: )No, even the national bank app will only hint and ask me whether I still want to proceed, instead of forcing me to disable it. Please refer the governmental regulation you mentioned. (ORIGINAL CONTENT:) Force user to disable USB debugging is too stupid and annoying. That's a legal and built-in option in the system. To ensure the safety you can either improve your server-side or add 2FA, instead of force user to disable a very useful built-in function on their phone.
