Rulno is an independent educational app for self-study for the Russian traffic rules theoretical exam. The app and its developer do not represent or are affiliated with the State Traffic Inspectorate (GIBDD) or any other government agencies. Rulno is not an official government app and does not provide government services: it does not schedule exams, process, or issue driver's licenses.

OFFICIAL SOURCES

The exam papers for categories A, B, and M, along with answers, official commentary, and original illustrations, are approved and published by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia on its official website gosavtoinspektsiya.rf, in the "For Car Owners" section.

The Traffic Regulations of the Russian Federation are based on Resolution No. 1090 of the Council of Ministers and the Government of the Russian Federation dated October 23, 1993. The text of the document is available on the Official Internet Portal of Legal Information:

The ticket database was compared with materials retrieved from the State Traffic Inspectorate website on September 15, 2026. This is the date the materials were photographed, not the date of approval or the last amendment to the traffic regulations. Before the exam, check the current requirements against official sources. Solve the tests in order, choose a topic, try random questions, save assignments to your favorites, and review your mistakes. After answering, the correct answer and explanation are available.

574 3D ROAD SITUATIONS

Understand intersections, turns, lane changes, and other traffic situations. Switch between a city view, an overhead diagram, and the original ticket illustration when required by the question.

Rulno's 3D scenes and explanations are the developer's own training materials. They are not the materials of a government agency. The environment in the scenes is simplified; the original illustration helps compare the analysis with the ticket requirements. Stepan is a training character who helps you understand the explanations.

EXAM PRACTICE

20 questions in 20 minutes, with no prompts during the attempt. The mode includes bonus questions and time for mistakes. After completing, you can review your results and repeat difficult tasks. This is a training exercise, not an official exam.

SIGNS, PROGRESS, AND DISCUSSIONS

Study the road sign reference book, track your progress, and practice your mistakes. You can read the discussions below the questions, and after logging in, you can ask questions and respond to other participants. Comments are moderated and do not replace the official rules.

You can start training for free and without registration. To transfer your progress between your phone and the web version on rulno.ru, you need an account. You can delete your account in the app. Rulno does not display ads.

The app helps you study independently, but it does not replace training at a driving school and does not guarantee passing the exam.
