Setu Rapid - Highway Response is the internal coordination app for highway incident response across Nepal, developed by Astra Labs Pvt. Ltd. and Naxa Pvt. Ltd. for the Department of Roads (DoR) and the National Disaster Risk Reduction and Management Authority (NDRRMA).
It is used only by authorised field personnel — DoR road operators, NDRRMA supervisors, heavy equipment operators and ministry dispatch - to share information during active road events such as landslides, blockages and accidents.
What you can do
• Report a new highway incident with type, location and a short description
• See live incidents on a shared map with status, severity and assigned responders
• Indicate your availability (on-duty / off-duty) so dispatch knows who is reachable
• Reach colleagues at the same camp via a one-tap dialer link
• View recent incidents within your area of responsibility
Permissions
• Location (while using the app): your position is shared with the dispatch server only while you are signed in and have set yourself on duty, so coordinators can direct the nearest team to an incident. Background location is not used in this version.
• Internet: required to send and receive incident updates.
• Phone dialer: tapping a colleague's name opens your phone's
dialer; Setu Rapid does not place calls itself.
Privacy
Setu Rapid is an internal operational tool. Accounts are issued only by your supervising organisation. The app contains no advertising, no analytics SDKs and no third-party trackers. Each new location replaces the previous one — no movement history is retained. Account deletion is available from Settings.
Authorisation
Astra Labs Pvt. Ltd. is the developer of record. Written authorisation to publish Setu Rapid is held from the Department of Roads, Information and Communication Technology (ICT) Section.
