تهدف الهيئة إلى المساهمة في تحقيق رسالة الدولة المصرية، في مجال التعرف على موقف الرأي العام المحلي والعالمي تجاه والقضايا والأحداث التي تهم الدولة، وتوجيه وتنوير الرأي العام المحلي باستخدام وسائل الاتصال المباشر، وتنوير الرأي العام العالمي باستخدام مختلف الوسائل وذلك وفق لخطط الإعلام المقررة، على أن تتعاون الهيئة - لتحقيق هذا الهدف - مع كافة الأجهزة المعنية بالدولة، خاصة أجهزة الإعلام الأخرى، وأجهزة الدولة بالخارج.
