Developed by the Department of Food and Public Distribution (DFPD-GoI), the application is designed to streamline and strengthen the process of Joint Physical Verification (JPV) of mills, particularly in cases where milling extension is under consideration. JPV plays a critical role in ensuring that rice mills or related processing units meet the necessary operational, infrastructural, and compliance requirements before any extension decisions are approved. Traditionally, this process involved significant manual effort, paperwork, and coordination between multiple agencies, which often led to delays, inconsistencies, and limited transparency. This digital solution addresses those challenges by providing a centralized, standardized, and technology-driven platform tailored specifically for government use.
The application is intended exclusively for government employees, with access provided to officials from State Food Departments and the Food Corporation of India (FCI), ensuring that only authorized personnel can perform verification activities. Login credentials are securely generated and managed by the respective State Departments as well as FCI, enabling controlled access and accountability at every stage of the inspection process.
A key feature of the application is its ability to capture real-time, geo-tagged images during field inspections. This ensures that every verification activity is backed by location-specific photographic evidence, significantly reducing the chances of discrepancies or fraudulent reporting. Inspecting officers can document the current state of the mill, machinery, storage facilities, and other relevant infrastructure directly within the app. These images are automatically tagged with precise geographic coordinates and timestamps, creating a reliable digital trail that can be audited or reviewed at any point in time.
In addition to image capture, the application incorporates a comprehensive inspection checklist tailored to the requirements of JPV for milling extension cases. This checklist guides officers through a standardized verification process, ensuring that all critical parameters—such as operational capacity, stock position, machinery condition, safety compliance, and adherence to government norms—are thoroughly evaluated and recorded. By digitizing the checklist, the system minimizes human error, enforces uniformity across inspections, and facilitates easy aggregation and analysis of data at higher administrative levels
