Ratings and reviews

Unusable without location. All other similar apps ask for location but when unavailable they let you input your address or search it using some other means. This app simply refuses to do anything. What if I see something but cannot signal it immediately? Can't I do it later? What if it's dangerous to do so, do I really need to be in front of it when signaling? For a "citizen app", it forbids too many legitimate uses.
