About this app

Viu Constantí is an application for SmartPhones with native Android technology aimed at the citizen, with the aim of providing a direct communication channel with the local administration through an easy, simple and free product in order to be able to report possible incidents to the city

This application, for its characteristics, meets the current trends of open government, citizen participation, and municipal transparency.

Open Government is a change of model in public administrations, a new way of governing and working from the municipal organization. It advocates an open, more transparent and accessible city government that recognizes the wisdom of society and is able to connect the capacities of organizations and citizens.

It is a model where the administration informs, opens up its knowledge, listens to citizens, talks to them and seeks their collaboration, encouraging greater use of new technologies. Open Government is based on three main principles: Transparency, Participation and Collaboration.

Today, cities not only depend on their endowment of physical infrastructure ("physical capital"), but also, and increasingly, on their availability and quality of knowledge communication and social infrastructure ("the capital intellectual and social") that they have. This last form of capital is decisive for urban competitiveness. It is in this context that the concept of "smart city" (intelligent or digital city) has been introduced as a strategic element to encompass the factors of modern urban production in a common framework and to highlight the growing importance of Information and Communication Technologies (ICT), social capital and the environment, in the profile of cities' competitiveness.
It is in this sense that many cities (often small and medium) join this trend of wanting to be a "smart city".
