- Users can sign terms of service via mobile
- Inspection subsections and fields may be set as "locked" from changes by admins

- Inspection page flow more closely resembles the web behavior. Subsections must be added before they can be filled out.

- Fixed issue where some conditionally shown fields would be unexpectedly shown when conditions were chained
