An in-app modal now appears immediately before any location permission request during runner dispatch, explaining: - what data is accessed (precise location, incl. background), purpose (track progress, confirm ~50m arrival at polling stations), sharing (campaign coordinators only), and background usage (only during active dispatch, auto-stops on completion). Users explicitly Allow or Don't Allow.
