The Library was founded on April 22, 1872, in an assembly assembled for this purpose in one of the rooms of the Historic College of Uruguay. More than 116 people, among whom was the Governor of the Province, made this decision. During its long life, the library operated in several houses rented or transferred by people interested in the cultural progress of the inhabitants of C. del Uruguay. In the 1880s it worked in the premises of the Colegio “J. J. de Urquiza ”, in 1896 he moved to a property ceded by the national government on 9 de Julio and Leguizamón, a place that he had to abandon in 1906 when the Federal Court of C. del Uruguay was built in that place. Finally in 1914 it was moved to its current building at Calle San Martín 782. Its furniture made of European oak and imported crystals with their respective monograms stands out, which can currently be seen. From 1937 onwards, the Municipal Hall of Fine Arts works on its ground floor.
