GOPAX is foreigner friendly as of June 28, 2020. The app is easy to use, and everything is translated well into English. Perhaps the only downside is that fees are a bit higher than the competition. Personally I'll take the higher fees rather than deal with the headache of taking a Korean lessons every time I login to other apps that don't provide English as an option. The 4+ star reviews on the app should be your answer.
