The Human Rights Commission of the State of Zacatecas was created on January 27, 1993, through Decree Number 15, issued by the Fifty-Fourth Legislature of the State of Zacatecas, with this legal instrument the desire of Zacatecans and Zacatecans materialized. to have an organization that combats acts of authoritarianism, abuses, illegalities, injustices and impunity, which coming from the public power were a reason to limit the rights and freedoms of the people enshrined in our Magna Carta and International Treaties, as well as in the Local Constitution and the Laws emanating from it, likewise, to prevent discriminatory treatment based on ethnic, national or regional origin, gender, race, skin color, physical characteristics, language, marital status, age , profession, work performed, social or economic status, disabilities, health conditions, pregnancy status, customs s, sexual preferences, ideologies or religious beliefs, immigration status or any other that violates human dignity and has the purpose of annulling or undermining human dignity.

The Human Rights Commission of the State of Zacatecas is competent to hear complaints and reports related to the alleged violation of human rights, when these are attributable to state and municipal authorities and public servants.

The Organization for the Defense of Human Rights in the entity has six General Inspectorates located in the headquarters building of the Human Rights Commission in the city of Zacatecas and Regional Inspectorates in the interior of the state, established in the municipalities of Fresnillo, Jerez, Rio Grande, Jalpa, Loreto, Tlaltenango and Pinos.
