Emergency Calls (Foreground Service)

- Users can start a voice or video call with an operator during an incident
- The microphone & camera is used only when the user starts a Emergency call
- A foreground service keeps the call active when the app is minimized
- A persistent notification is shown during the call
- The service stops immediately when the call ends
- The foreground service runs only during the active call and stops immediately when the call ends
- The app does not record or access the microphone or camera in the background without user action
