Adds the Discussions ("Talk") feature: guest-votable discussion threads, threaded comments with collapsible replies, trust-ladder moderation, and the redesigned discussion card/detail UI.
The backend for this (new tables, guest-voting columns on the shared activity-feed engagement tables, `app_build` tracking on device tokens) was deployed and migrated to production in the same session as this build
