Mobile utility app: Personal Account is a great tool to manage your utility services!
The application works in conjunction with a utility service provider: a management company, HOA, TSN, ZhSK.


The application provides access to the personal account of the consumer of housing and communal services. In the application you can:
• View accruals for the entire management period of the current utility company.
• View an up-to-date receipt for housing and communal services and major repairs with a breakdown by calculation items.
• Pay the utility bill and for major repairs directly from your personal utility account.
• Submit meter readings and view previous readings from your personal utility account.
• Submit an application for a car pass to the territory
• View the details of your UK, HOA: address, phone, bank details for payment.
• View the base of legal documents regulating legal relations in the field of housing and communal services
• View housing and communal services news
• Create a new application to the Dispatching Service of Housing and Public Utilities, cancel the previously submitted one and accept work on the completed application. View the history and status of previously created tickets.
• Write to the utility service provider: management company, HOA, TSN, ZhSK, attach a photo to the appeal.

Working with several personal accounts is supported: you will see the data for each account separately in your personal utility account!

By default, the application provides access only to the demo version of the personal account. In order for you to be able to log into your personal account as a tenant, your housing and communal services or HOA management company must be integrated with this mobile application. Then you should be given an access code in your personal account in your HOA or housing and communal services management company.

If your housing and communal services management company or HOA does not yet upload data to this mobile application, contact them and tell us about this opportunity.


The data you entered (meter readings) are sent to a specially created web service, and from there - straight to the housing and communal services or HOA management company. Thus, the management company of housing and communal services or HOA will always carry out calculations using only up-to-date data.
The calculated data in the form of a receipt and charges are transferred to the mobile application.

Information for homeowners associations and housing and utilities management companies:
Now support for the interaction of the Personal Cabinet of Housing and Public Utilities with the configuration 1C: Accounting in the management companies of housing and communal services, HOA and housing cooperatives has been implemented.
You can connect to the system of your utility service provider by calling your management company and asking for an access code.


Payment of utilities (water, gas, electricity, heating, overhaul, intercom) directly to service providers. Payment in this mode is made without authorization, according to the personal account number.
You can find the right supplier by selecting the region and type of utility service.
You can pay for services with any Visa, Mastercard of any bank in the Russian Federation.


It is very easy to set up support for a mobile application in 1C: you just need to update the 1C configuration: Accounting for management companies of housing and communal services, HOA and ZhSK https://vgkh.ru/jsk/jkh/ to the current release and follow the setup instructions inside the program.
