Implementing the goal of ensuring social security and sustainable national poverty reduction, on July 28, 2021, the National Assembly issued Resolution No. 24/2021/QH15 approving the investment policy of the National Target Program Sustainable poverty reduction in the period 2021 - 2025. On that basis, on January 18, 2022, the Prime Minister issued Decision No. 90/QD-TTg approving the National Target Program for sustainable poverty reduction in the period of 2021 - 2025. period 2021 - 2025, including the Information Poverty Reduction Subproject, under the Communication and Information Poverty Reduction Project.
The specific goals and tasks of the National Target Program and the Information Poverty Reduction Sub-Project are to enhance information and propaganda to serve political tasks and essential information for society, especially providing information about mountainous, remote, border areas, islands, communes with high poverty rates, and ethnic minority areas, including information on knowledge, skills, model, experience in labor, production, business, etc.; Enhance access to essential information for the community...; serving people using essential services and information, contributing to promoting socio-economic development.
Implementing Decision No. 90/QD-TTg of the Prime Minister, the Ministry of Information and Communications has presided over the construction of the Essential Electronic Books and Newspapers Platform (under the Information Poverty Reduction Subproject), To provide e-books and e-newspapers with essential content to deeply and widely reach the beneficiaries of the Program and the whole society, contributing to ensuring social security in the field of information and communication, drawing shorten the gap in ensuring information, improve people's level of cultural enjoyment, especially in ethnic minority areas, remote areas, and especially difficult areas; contributing to the implementation of the National Target Program on sustainable poverty reduction for the period 2021 - 2025 that the Prime Minister has approved.
The platform is built with an Access Portal (E-Portal) and mobile application software (Reader App) to read electronic books and newspapers. Electronic books and newspapers on the Platform are presented in many diverse forms. Electronic books, including multimedia books, audiobooks and regular electronic books; The book reading app has many tools to support readers in the reading process such as bookmarking, highlighting, taking notes, increasing or decreasing font size, day/night reading mode... Electronic newspaper with product types: Mega Story, Timeline, Photos, Infographic,... and regular electronic newspaper formats. All aimed at bringing readers essential information and useful knowledge in a rich form of experience.
