In this international action-thriller, Steven Seagal stars as Harmon, a CIA/DEA enforcer investigating Arab terrorists captured in Mexico. I am at a loss to try to figure out how this movie even made it past editing. It is so horrible. Give it up Seagal, it's over if this is all there is left.....
