It’s 2020 A.D. To take pressure off Government law enforcement agencies the C.S.A. declassify certain low-level crimes and set up global franchises. Members of the public can train to work alongside professionals like Chief Frank Marey and his ‘right hand dog’, Sergeant Howzer. Frank is sent away to set up a new franchise but someone with an axe to grind is watching him.
