Wanneer kolonel Katherine Powell (Mirren) de opdracht krijgt om een geheime drone-missie te leiden, kan ze nog niet voorspellen wat haar te wachten staat…Het is de bedoeling dat ze een groep terroristen moet arresteren die op een schuilplaats verblijven in Nairobi, Kenia. Al snel komen ze er achter dat de terroristen andere plannen hebben en moet Katherine de plannen wijzigen en de groep uitschakelen. Dit lijkt goed te gaan, tot het moment dat dronepiloot Steve Watts (Aaron Paul), die de leiding heeft over de uitschakeling, een klein meisje spot bij de verblijfplaats van de terroristen. Samen moeten ze beslissen of ze bereid zijn haar leven op te offeren of niet…
