Present day London: socially inept, exceptionally dull Minister Of International Development Simon Foster has caused outrage amongst his superiors and sparked a media frenzy by accidentally mentioning a possible attack on the Middle East. It's 2003. Britain and America are marching towards war on an unnamed middle eastern state. Simon Foster is minister for international development - a trivial man who's more interested in feel-good initiatives in the third world than any serious business of government.
