In this tiny border town between France and Belgium, life is all about customs. So when headlines announce the opening of the E.C. borders in the early 90's, a loud cry of panic goes up. Ruben is a Belgian customs officer with an abiding hatred of all things French. It’s waffles vs. camembert, in a fight to the finish.
