The story is actually fine better than 3. It's the bad effects largely due to the budget by producers that's the main problem here.

There's remnants of a good idea lurking amongst this mess. If only Cannon hadn't slashed the budget and given half of it to produce Masters of the Universe....

The budget for this film in 1987 was around 27 million dollars which is big back then but during filming the Cannon Studios fell on bad times and so cut the budget in half and boy does it show. The effects are terrible and so the film is a mess. Sad really cause it could of been good.
