International criminal Slate Corban, a.k.a Riot, is hired by a covert organization to infiltrate and plan an escape from the worlds top secret highest secured prison on the planet, the brutal nine. Meanwhile in a city far away Captain Bennett Sword and his task force team attempt to take down a meeting between two of the cities most infamous and notorious gangs whom have a prosperous alliance with corrupt law enforcement. When things go awry for Captain Sword and his team during their operation a short series of unfortunate events leads to Captain Swords brutal future.
