When a former member of the radical protest/terrorist organisation the Weather Underground (Sarandon) turns herself in to the FBI, Ben Shepard (LaBeouf), an aggressive young journalist, starts searching around for leads on the other members. Before long Ben uncovers Jim Grant (Redford) a former Weatherman - a fugitive wanted for murder.
