While investigating the murder of a friend, a cop discovers a secret plot related to a formula to make gasoline without using oil. Although the original formula was discovered by the Nazis during WWII, the knowledge has spread. The cop becomes caught between the people who want to use the formula and the oil companies who want to suppress it.
