A detective and his partners hunt down the murderers of one of their task force leading them to a drug dealer and his psychopathic killer. But the cop begins to realize the killer may be getting help from inside the police department. New York Sergeant Cavanaugh and his partner Rourke do everything they can to hunt down the infamous Iceman, leader of the ruthless gang, even if it means risking their own careers in the process.
