Goa, India. 1943. At the very height of World War II, in the neutral, Portuguese colonial enclave of Goa--deep within the heart of British territory--a Nazi spy ring reports to German U-boats, with devastating effect, on Allied supply convoys in the Indian Ocean. The British are desperate to shut down the operation but cannot use overt military force within Portuguese territory.
