"Weil der frisch gewählte US-Präsident Walker ihm das fest versprochene Amt des Außenministers verwehrt hat, plant der machtbesessene Kongressabgeordnete Francis Underwood eine Intrige gegen die Regierung. Um selbst in die oberste Etage der US-Politik vorzudringen, sucht sich Underwood Komplizen und schreckt auch nicht vor falschen Versprechungen, Manipulation oder gar Erpressung zurück. Angetrieben wird er von seiner nicht minder berechnenden und ehrgeizigen Ehefrau Claire. Auch die aufstrebende Jungjournalistin Zoe Barnes bringt er auf seine Seite.
