Canovelles Town Hall is an application for SmartPhones with native Android technology aimed at the citizen, with the aim of giving a channel of direct communication with the local administration through an easy, simple and free product to be able to report possible incidents to the city.

This application, due to its characteristics, connects with the current tendencies of open government, citizen participation, and municipal transparency.

The Open Government is a model change in public administrations, a new way of governing and working from the municipal organization. Commit to an open, more transparent and accessible city government that recognizes the wisdom of society and is able to connect the capacities of organizations and citizens.

It is a model where the administration informs, opens up its knowledge, listens to the citizens, talks and looks for their collaboration, fostering a greater use of new technologies. The Open Government is based on three main principles: Transparency, Participation and Collaboration.

At the moment cities not only depend on their endowment of physical infrastructures ("physical capital"), but also, and increasingly, of their availability and quality of the communication of the knowledge and the social infrastructure ("the capital intellectual and social ") that they have. This last form of capital is decisive for urban competitiveness. It is in this context that the concept of "smart city" (smart or digital city) has been introduced as a strategic element to encompass modern urban production factors in a common framework and to highlight the growing importance of Information and Communication Technologies (ICT), social capital and the environment, in the profile of the competitiveness of cities.
It is in this sense that many cities (often small and medium) add to this tendency to want to be an "intelligent city".
