Within the scope of the National Health Service, and with a view to rationalizing access to medicine, the principle of mandatory electronic prescription for reimbursement of medicines was established.
Developed by SPMS in 2012, PEM - Medical Electronic Prescription is the computer application intended for the electronic prescription of medicines. This tool is available in primary health care institutions and in NHS hospital environments. Under the protocol signed with the Medical Association, PEM was made available to private prescribers, with the aim of reducing the number of manual prescriptions issued by these prescribers.
The concept of electronic prescription of medicines was materialized in the vision that such an act should be digital, allowing the preparation of the prescription using prescription software, and access by pharmacies to prescription data, integrating all actors into a single process : users, prescribers and pharmacies.
With the aim of providing a better service to citizens, taking into account better quality of service and greater convenience, improving efficiency in order to reduce costs and time in the administrative process of pharmacies and in the invoice checking process by the SNS and with strong collaboration in combating fraud while providing a service with greater security, the dispensing process, along with electronic prescription, allows pharmacies access to prescriptions, for consultation and sending of electronic invoicing, integrating into a single process all actors: users, prescribers and pharmacies.
In this way, and within the scope of the publication of Ordinance no. 284-A/2016, of November 4, and in accordance with article 8.º-A, it is assumed the development of an electronic prescription mobile application that includes the prescription of medicines through the issuance of dematerialized prescriptions.
This strategic objective constitutes a pivotal area, which aims to adapt Medical Prescriptions and information on dispensing with other data, relating to various areas, to the growing use of mobile devices for consultation and information processing.
Electronic Prescribing in Portugal must respond to the need to ensure that the same prescription will increasingly occur closer to the Point of Need than the Point of Care.
SPMS, as responsible for Health Information Systems, can and should be at the forefront of this change, ensuring that it is possible to carry out a set of tasks linked to prescription (medicines and CRD's, in a hospital or home environment) , as well as dispensing/supply (CRD's are an example), using mobile technologies. Therefore, the objectives of this application are:
* Provide a mobile medication prescription application that can position itself as an alternative for doctors operating in the private sector, correcting errors associated with cards and certificates used for strong authentication and digital signatures;
* Enable consultation of prescriptions registered in the national prescription system, issued by the prescriber to the respective user;
* Execution of prescription validation and registration services in online mode, ensuring that prescriptions are issued in the Paperless Recipe format, completely dematerialized, with information made available to the user via email and/or SMS.
* Increase the security of medication prescriptions, guaranteeing the authenticity and non-repudiation of the prescription, through the use of the Digital Mobile Key as a means of strong authentication and digital signature.
