He was born in Riyadh in 1962 and earned a bachelor's degree from the College of Sharia at Imam Muhammad ibn Saud Islamic University in 1983.
He earned a doctorate with honors from the Higher Institute of the Judiciary. The title of his dissertation was "A Textual Text of the Jurisprudential Choices of Imam Al-Khattabi."
