gets on my nerves with the daily notifications which I can't seem to turn off!

I need to find a way to report this app. This app is locked in the system and can't be uninstalled. it prevents you from changing lock screen images, you can't use other apps as your wallpaper, it spams you with messages and you can't do anything about it even when you disable, it still spams messages, the only way to make it stop is to gain root access and delete it. it pings and reports back to somewhere in China, possible spyware.

This came preloaded on my phone. I disabled it fully, but I keep getting notifications masquerading as system notifications with no way of disabling them. This is nothing more than spam and I don't appreciate it.
