This app is completely useless for foreigners. I talked with Chunghwa Telecom staff and you need a Taiwanese ID to pay on the app. It's 2021! the government has already forced us to change our IDs to accommodate Taiwan's outdated websites and systems, this is ridiculous, we should be able to enter our ARC or passport number into the app without having to go in person to pay. Please make this app accessible for ALL people in Taiwan. 確認證件的時候 為什麼外籍人不能輸入居留證?沒辦法繳網路費

I received a message after having no internet all day on Christmas day that told me to use the app to check the status of the problem but there's no English version and I guess I can't even log in with an APRC? Maybe splurging for a translator would be nice?

No english at all for foreigners. For a country that demands international recognition, there just aren't a lot of international standards here in general.
