Remote for Android TV gives you two ways to connect, so you can use it however you like:

Wi-Fi: control the TV over your local network, with one-time pairing and automatic reconnection.
Bluetooth (Android): use your phone as a Bluetooth remote, ideal when the TV and phone are not on the same network.
