Offmon is a device monitoring application for use by UK law enforcement agencies and probation services in the management of individuals subject to Sexual Harm Prevention Orders (SHPOs) or equivalent licence conditions.
This app requires credentials issued by a registered law enforcement agency to function. Members of the public who download this app will not be able to log in or use it.
Individuals convicted of serious sexual offences, particularly those involving children, are often subject to strict conditions on their device usage as part of their licence or court order. Supervising officers need practical tools to help them identify potential breaches of those conditions and protect the public. Offmon exists to support that work.
To carry out its monitoring function, Offmon performs three activities on the monitored device:
• Text monitoring: Offmon uses Android's AccessibilityService API to read text content entered or displayed on the device, including in emails, SMS and MMS messages, and other in-app messages.
• Screen capture: Offmon captures screenshots of the device.
• Image analysis: Offmon reviews images on the device.
Privacy and data security are central to how Offmon is built. The app operates on a minimal retention principle — data that does not indicate a potential concern is not stored. Only activity that may indicate prohibited behaviour is retained and passed securely to the relevant law enforcement agency. No data is accessible to any party other than the supervising force.
