Won't Let me sign up, only sign in. I've never had it before.

I am about to delete this app if I cannot get help with these issues. I am not receiving notifications. I am not able to attach a picture in a message. I have all the permissions turned. My notifications are on. I have went in the app and updated settings. I also went online and went into settings. I have deleted and re-installed the app 3 times. What else can I do?

All permissions are given, and still can't send pictures, receive notifications, or phone calls on Android. Customer service could not help. There were absolutely no problems with the same phone last year. The new app is not compatible with androids evidently.
